Scallion pancake layer counts in cookbooks range from 9 to 81 with no explanation of why. The number depends on folds, dough hydration, and pan temperature. Three folds in cold dough gives 27 raw layers, but only ~16 visible after pan-frying.

Layer math is geometric - 3 folds = 3 cubed = 27 layers in theory. In practice 30-40% of layers fuse during the hot pan step, so you see ~60%. Cold dough preserves more. Dough hydration determines outside texture: hot-water dough = flaky biscuit-like, half-and-half = chewy outside flaky inside (Taiwan street standard), cold-water = chewy dumpling-wrapper feel (northern style).
Hand-rolled dough thickness varies. The "fold" assumes you roll to ~3 mm between each fold. Restaurant pancakes are rolled thinner (2 mm) and produce more layers per fold.
Why is my pancake tough? Too much flour during rolling. Roll on oiled surface, not floured.
